    Hello Again!... First of all, I would like to thank everyone who took the time to provide me with some feedback in regard to the formatting problem we had in our earlier issues. I sincerely appreciate all the help I can get.

Although, in our last issue, our new formatting was better for our Outlook users, it still had a few problems for others. Hopefully, this issue will be better for everyone. If not, you are always welcome to contact me with your comments and suggestions. Best wishes as ever... İzbul.

Civil Code Amendment Enters Final Phase

Medeni Yasa Değişikliği Son Aşamada

    Parliament has approved the amendments to the Civil Code's implementation and practice methods, forming the final stage of the long Civil Code amendment marathon.

    amendment = değişiklik, yeniden düzenleme (genellikle, yasa ve benzeri şeyler için kullanılır) /// the Civil Code = Medeni Yasa /// implementation = yürütme, yerine getirme, gerçekleştirme /// the final stage = son aşama

    Couples who got married before the Civil Code amendment will have the right to make an agreement on the sharing of assets and if they don't make a deal within a year then the new system concerning sharing of the assets acquired during the marriage will automatically go into effect.

    will have the right to = hakkına sahip olacak /// sharing of assets = mal varlığı bölüşümü /// make a deal = anlaşma yapmak, anlaşmaya varmak /// acquired during marriage = evlilik sırasında edinilmiş /// go into effect = yürürlüğe girmek...

    The new Civil Code pledges gender equality and reduces discrimination, all of which are expected to become effective by the end of this month.

    pledges = vaadediyor, söz veriyor (burada, teminat altına alıyor) /// gender equality = cinsler arası eşitlik /// reduces discrimination = ayrımcılığı azaltıyor... 

    The previous code, virtually unchanged since it was introduced in 1926, designated the husband as head of the family and gave the wife no say in decisions concerning the home or children. If the marriage ended in a divorce, women were only entitled to property legally registered under their names.

ECONOMY -- AN OVERVIEW

    Turkland's dynamic economy is a complex mix of modern industry and commerce along with traditional agriculture that still accounts for nearly 40% of employment.

    employment = 1. işe alma, adam tutma; 2. istihdam (metindeki anlam)...

    It has a strong and rapidly growing private sector, yet the state still plays a major role in basic industry, banking, transport, and communication. The most important industry - and largest exporter - is textiles and clothing, which is almost entirely in private hands.

    private sector = özel sector (X public sector)... the state = devlet (ayrıca, durum; to state = belirtmek, beyan etmek)... 

    In recent years the economic situation has been marked by erratic economic growth and serious imbalances. Real GNP growth has exceeded 6% in most years, but this strong expansion was interrupted by sharp declines in output in 1994 and 1999.

    Meanwhile the public sector fiscal deficit has shown a steady growth - due in large part to the huge burden of interest payments, which now account for more than 40% of central government spending - while inflation has remained in the high double digit range.

    fiscal deficit = mali açık... steady growth = sürekli büyüme... due in large part to = büyük ölçüde ...den dolayı... huge burden = ağır yük (huge = very big, very large)... interest payments = faiz ödemeleri (interest = 1. ilgi, alaka... 2. faiz... 3. çıkar, menfaat)... central government spending = merkezi hükumet harcamaları... in the high double digit range = yüksek çift haneli düzeylerde... 

    Perhaps because of these problems, foreign direct investment in Turkland remains low - less than $1 billion annually.

    investment = yatırım... remains low = düşük olmakta devam ediyor...

EDİLGEN (PASİF) TÜMCELER NERELERDE KULLANILIR ?

İlk akla gelen durumlar şunlar:

1) Olayın kimler tarafından gerçekleştirildiği bilinmemektedir. "Faili meçhul" dür:

Two men were stopped and robbed in that district last night.

Two paintings were stolen from our local museum last week.

2) Çevremizdeki belli bir kişiyi suçlamaktan kaçınmak, yada belki kimliğini saklamak isteyebiliriz:

Listen to me, boys; I think this letter has been opened and read and then carefully sealed again!

You were seen with a man yesterday afternoon.

3) Olayı gerçekleştirenler değil, olayın kendisi dikkat odağıdır. Bilimsel metinlerde edilgen tümcelere sık rastlanmasının nedeni de budur:

The distance between the stars is measured in terms of light years.

The ingredients are poured into a cup and thoroughly stirred.

4) Nesne özneden daha önemlidir, yada vurgulanmak istenmektedir:

His death was mourned by the whole nation... His books are read by millions of people today...

5) Sözdizimsel gerekçelerle, edilgen tümce kullanımı zorunlu hale gelebilir:

YANLIŞ : While walking home late last night, a funny-looking man stopped me. (Çünkü, burada "ben" değil "adam" evine gidiyordu, denilmiş oluyor)

DOĞRU : While walking home late last night, I was stopped by a funny-looking man.

    Demek ki, paşa gönlümüz nasıl dilerse, ister etken ister edilgen tümce kurarız, diyemeyiz. Edilgen tümcelerin tercih edilmesini gerektiren, zorunlu kılan durumlar vardır.

bazillion = sonsuz sayıda, sayılamayacak kadar çok... She had a bazillion of reasons to leave him.

nada = hiçbir şey (İspanyolca'dan)... Why don't you keep your big mouth shut? You know nada about politics!

armpit = berbat ve pis yer (=koltukaltı)... That place we stayed at was an absolute armpit.

to go bonkers = delirmek, kafayı yemek... Hey, you'll go bonkers if you carry on this way, you know!
