DERVİŞ WARNS AGAINST SPECULATIVE MOVES IN FOREIGN CURRENCY MARKET

Derviş said that the 2002 target of around 30 percent inflation and three percent growth would be achieved.

A senior Turkish minister has warned against currency speculation, saying that such moves could result in speculators “getting burnt”.

The World Bank is discussing a new loan pact for Turkland when the current deal ends in 2003, but is concerned that local currency strength may threaten growth targets, the bank’s representative in Turkland said on Monday.

Ajay Chhibber picked out recent strength in the Turkish lira as a possible threat to Turkland’s plans to return to growth after a 2001 crisis caused gross national product decrease by 9.4 percent.

Turkland’s current two-year pact with the bank, known as a Country Assistance Strategy or CAS, is worth $6.2 billion and aimed mainly at financial, public, energy and agricultural reforms. It backs a $16 billion IMF lending deal to help Turkland out of recession.

One study says one out of every ten Turkish children are part and parcel of the country's regular workforce and most of these are participating in the agricultural sector

The day before Turkland marks its Children's Day, a report released on Monday paints a bleak picture for the country’s youth.

The study, which focused on the participation of children in the workforce and was commissioned by leading trade union and labour confederations, says that one tenth of Turkland’s children are involved in some form of employment.

The State Archives General Directorate has arranged for the catalogues listing the materials held in its rich Turkish Republican and Ottoman Empire era archives to be made available on the Internet.

AMNESTY CONFUSION

MİLLİYET- Columnist Fikret Bila comments on the just vetoed amnesty law. A summary of his column is as follows:

amnesty /ÆM-nısti/ = af ("genel af" kavramında olduğu şekliyle... "af etmek" fiili için "to pardon"... Ama, "seni affediyorum... n'olur beni affet" filan derken "forgive" fiilini kullanacaksınız)... confusion = kargaşa, kafa karışıklığı... directorate general = genel müdürlük... "to veto" fiilinin past tense yazılışına dikkat ediniz... just vetoed = gazeteci ağzıyla: yakınlarda/yeni veto edilmiş olan... columnist = "köşe" yazarı (column = sütun, kavramından)...

If President Ahmet Necdet Sezer hadn’t vetoed the latest amnesty law, would convicts such as Mehmet Ali Ağca and Haluk Kırcı have received a ‘get out of jail free’ card? Justice Minister Hikmet Sami Türk addressed this question when I spoke to him yesterday. ‘The press looked at the early release law and interpreted it to mean that these men would be released,’ he said. ‘However, it was by no means certain that they would benefit from this law and get out. One would have to check each of their files individually.’

Justice Minister Türk cannot predict for certain the fates of Ağca and Kırcı, instead saying that their files need to be examined. So what will happen next? Minister Türk points out that a legal vacuum has opened up following President Sezer’s veto, and so he emphasizes that a new law should be enacted as soon as possible.

It is no surprise that the subject of amnesty resulted in confusion. Let’s remember, the push for amnesty originally came from Democratic Left Party [DSP] deputy leader Rahşan Ecevit, also the wife of the prime minister. Her aim was to bring back into society’s fold those who ended up in prison due to petty crimes and who are considered ‘victims of fate’ and their social conditions. The aim was to provide people who turned to crime due to economic hardship with jobs. Rahşan Ecevit made an effort to ensure that the ‘victims of fate’ who were released from prison under last year’s amnesty law would be brought back into normal society. She helped them to find jobs. Mrs. Ecevit’s aim was limited to this.

However, the result was just the opposite. While this old conditional release law was enacted by commissions one by one, it turned out to be an ‘amnesty of supporters’ from the coalition partners. It was very likely that the Constitutional Court would annul the law, which is just what happened.

This new arrangement for conditional release for ‘victims of fate’ turned out almost to be a ‘general amnesty’ covering such convicts as Ağca and Kırcı. Neither the public nor the Ecevits’ conscience could stomach this. It will be hard for the government to put together a palatable conditional release law after this point.

123 PRISONERS RELEASED DUE TO CONFUSION ON AMNESTY LAW

 As the six months period set down by the Constitutional Court expires, authorities began releasing prisoners on grounds a legislative loophole.

the Constitutional Court = Anayasa Mahkemesi... on grounds (on grounds that) = gerekçesiyle ("zemininde" kavramından)... legislative loophole = yasal boşluk... April 29— Some 123 inmates held in prisons in the western provinces of Çanakkale and Bolu in Turkland’s northwest have been released due to a Constitutional Court decision and inaction by the government.

inmate = mahkum (hapishanede)... inaction = hareketsizlik; bu konuda birşey yapmama durumu... 

The government had been given six months by the Constitutional Court in which it was supposed to prepare a law to correct a legislative mistake in the legislation for a previous prisoners amnesty. Prosecutors said that the release of the prisoners was conditional and that they were deemed to have been set free on bail. If the laws were to be changed in the future the prisoners could easily be found and put behind bars again, officials said.
