DOMESTIC SCENE
CIVIL CODE AMENDMENTS ENTER FINAL PHASE
Medeni Yasa Değişikliği Son Aşamada

Parliament has approved the amendments to the Civil Code's implementation and practice methods, forming the final stage of the long Civil Code amendment marathon.

amendment = değişiklik, yeniden düzenleme (genellikle, yasa ve benzeri şeyler için kullanılır)... the Civil Code = Medeni Yasa... implementation = yürütme, yerine getirme, gerçekleştirme... the final stage = son aşama...

Couples who got married before the Civil Code amendment will have the right to make an agreement on the sharing of assets and if they don't make a deal within a year then the new system concerning sharing of the assets acquired during the marriage will automatically go into effect.

will have the right to = hakkına sahip olacak... sharing of assets = mal varlığı paylaşımı... make a deal = anlaşma yapmak, anlaşmaya varmak... acquired during marriage = evlilik sırasında edinilmiş... go into effect = yürürlüğe girmek...

The new Civil Code pledges gender equality and reduces discrimination, all of which are expected to become effective by the end of this month.

pledges = vaadediyor, söz veriyor (burada, teminat altına alıyor)... gender equality = cinsler arası eşitlik... reduces discrimination = ayrımcılığı azaltıyor...

The previous code, virtually unchanged since it was introduced in 1926, designated the husband as head of the family and gave the wife no say in decisions concerning the home or children. If the marriage ended in a divorce, women were only entitled to property legally registered under their names.

virtually unchanged = hemen hemen, neredeyse hiç değiştirilmemiş... introduce a law = yasa yapıp yürürlüğe koymak... designate = belirtmek, işaret etmek, isimlendirmek... gave the woman no say = kadına hiçbir söz hakkı vermiyordu... entitled to = hak kazanmış... property = mülk, mülkiyet, sahip olunan şeyler...

AMBIGUOUS NEWS FROM AFGHANISTAN

Turkish Prime Minister Bülent Ecevit said on Friday that Turkland was ready to help Afghanistan establish an effective administration, urging the rival groups to resolve their differences over the new interim government.

help Afghanistan establish = Afganistan'ın ... kurmasına yardımcı olmak... effective administration = etkin yönetim... urging = çağrıda bulunarak, önemli ve acildir çağrısında bulunarak... resolve their differences = aralarındaki anlaşmazlıkları çözmeleri... interim government = ara hükumet...

Turkland has already announced its full support for all international efforts for the founding of an effective administration and the establishment of a workable social order in the country.

has already announced = zaten, esasen, daha şimdiden, daha önceden ilan etmiş bulunuyor... international efforts = uluslararası çabalar... a workable social order = işlerliği olan bir toplumsal düzen...

"Some leaders have taken negative stances against the decisions taken in Bonn," Mr. Ecevit noted, pointing out that an agreement, nevertheless, has to be reached without delay. It would be futile to discuss who is right and who is wrong at this stage.

negative stances = olumsuz tutumlar, olumsuz tavırlar... decisions taken in Bonn = Bonn'da alınan, alınmış olan kararlar... without delay = gecikme olmaksızın... would be futile = boşuna, beyhude olur... at this stage = bu aşamada...

Dostum, a powerful ethnic Uzbek warlord, is apparently of the opinion that his faction, which is part of the Northern Alliance, is not fairly represented in the new administration. His repeated requests that the Foreign Ministry be allocated to his faction were not met.

ethnic Uzbek = Özbek asıllı... warlord = güçlü ve savaşçı yerel yönetici... apparently = anlaşıldığına göre, öyle görünüyor ki... faction = hizip, grup... part of = içinde yer alıyor, bir parçası...

the Northern Alliance = Kuzey İttifakı... not fairly represented = adil olarak temsil edilmiyor... to be allocated = tahsis edilmek... requests ... were not met = talepler, istekler karşılanmadı...

ambiguous = belirsizlik taşıyan, her iki yöne yada anlama çekilebilecek...

WHAT NOW, MR. DENİZLİ ?

Trying to recover from a 2-1 home defeat to Beşiktaş last weekend, the Yellow Canaries faced another mission impossible last night at Trabzon's Avni Aker Stadium, with Fener fans totally outnumbered by the fiery Trabzonians.

be outnumbered by = sayıca daha az olmak...

That defeat by Beşiktaş had ended the defending champion's 24-game winning streak at Şükrü Saracoğlu. And now Fenerbahçe no longer has the luxury of dropping points since it trails the leader Galatasaray by seven points.

24-game winning streak = 24 maçlık galibiyet dizisi... dropping points = puan kaybetmek... trails the leader = liderin gerisinden gidiyor...

The truth of the matter is that the Yellow Canaries are far away from proving themselves in the Turkish League this year. They have lost to all the other serious title contenders they have played so far, firstly to İstanbulspor, then to their century-old rival Galatasaray and then to another rival Beşiktaş last weekend.

title contenders = zirve adayları; şampiyonluğa oynayanlar...

On paper, Fenerbahçe is a formidable side in Turkland, but not so in Europe, where they finished "pointless" in the first phase of the European Champions League and bowed out ignominiously.

bowed out ignominiously = gururlarını yitirmiş olarak başları eğik çıktılar...

Fener coach Mustafa Denizli has injury problems in virtually all positions. The Yellow Canaries' brilliant strike force are missing the services of Rapajic, who has not fully recovered from injury yet, and the Israeli star Haim Revivo.

in virtually all positions = hemen hemen bütün mevkilerde... brilliant strike force = parlak hücum gücü... missing the services of = hizmetlerinden yoksun...

Turkish international Oktay Derelioğlu, who underwent a knee surgery in midweek, was added to the list last week.

Turkish international = milli takım oyuncusu (uluslararası maçlara çıkıyor/çıkmış kavramından)...

The defense also has serious problems. Goran Mirkovic was suspended for two matches for trading punches with Beşiktaş midfielder Tümer during their İstanbul derby last Sunday. Mustafa Doğan is ill and Ali Akdeniz is off form.

suspended = cezalı... trading punches = yumruklaşma...

workers and civil servants = işçi ve memurlar... main thoroughfares = ana geçiş yolları... in protest of = protesto ederek... in line with = uyarınca, uyarak, aynı çizgide... labor union = işçi sendikası...

NEWS FLASH !!

Second Division Erzurumspor, which caused an earthquake in the third round by eliminating Galatasaray, is rewarded with another tie against Super League opposition. The Göztepe players must already be shivering in their boots at the thought of a visit to freezing Erzurum.

second division = ikinci lig... the third round = üçüncü tur... another tie = bir başka eşleşme (daha)... must already be freezing = daha şimdiden donuyor olmalılar... visit = deplasman (the visiting side = deplasmana çıkan taraf)

FROM A SOCIO/CULTURAL ANGLE

Hospitality is one of the cornerstones of the Turkish way of life. Turkish people are the most generous hosts in the world in keeping with their traditional culture.

Even in those parts of the country where the climate is most hostile, you will find a most hospitable folk, your host or hostess being anxious to extend to you their traditional hospitality -- even if they had been hospitalized for some time and were discharged from a hospital just recently.

(DİKKAT: Bu eğlenceli tümceleri gramer ve sözcük eğitimi açısından yazdım)

host = evsahibi... hostess = evsahibesi, hava hostesi... hospitality = konukseverlik... hospitable = konuksever, mecazi: yaşam koşulları için elverişli. ÖRNEK: "a hospitable climate"... hostile = düşmanca, elverişsiz... ÖRNEKLER: hostile feelings, a hostile environment... hospital = hastane / to hospitalize = hastaneye yatırmak...

generous = cömert... in keeping with = ile uyum içinde, uyarınca, gereğince... to be anxious about smth = endişe duymak... to be anxious + infinitive (mastar) = acilen ve çok istemek: "I'm anxious to see him at once; because I'm anxious about his health"...

Biz neymişiz be Abi !!!

FOREIGN AFFAIRS
WHAT -- AFTER AFGHANISTAN ?

Reportedly, influential circles in the U.S. are busy brainstorming the pro's and con's of a new front to follow the war in Afghanistan.

reportedly = bildirildiğine göre... influential circles = etkili çevreler... pro's and con's = leyhte ve aleyhteki hususlar/noktalar... front = cephe...

It will not be a battlefront against a particular organization or a particular country this time, but it will be a "cold war" front which will aim itself to help Muslim societies transform themselves into the 21st century...

a particular organization = belli bir örgüt... this time = bu kez...

The West won the Cold War; because those living under socialist regimes came to realize that it was the system they had created for themselves which was responsible for their predicament.

predicament = zor durum, içinde bulunulan istenmedik durum...

Will the oil-rich monarchies and emirates of the Middle East ever bring themselves to question the supposed Islamic tenets and follow the same example of self-criticism? That remains to be seen.

oil-rich monarchies = petrol zengini monarşiler...  supposed = sözde, guya, varsayılan... tenets = temel ilkeler... self-criticism = özeleştiri...

It/that remains to be seen = ilerde göreceğiz ("olmakta devam ediyor + görülmek için" kavramlarından oluşan çok işlek bir anlatım)...

Let us be frank about it all and ask: Will they take their clue from and follow the example set by Turkland, a secular republic with a predominantly Muslim population? That, only time will show...

frank = içtenlikli, samimi... (Yani, Frank Sinatra = Samimi Sinatra !!)... clue = ipucu... take one's clue from = ne yapması gerektiğini çıkarsamak, işareti ondan almak... to set an example = örnek oluşturmak... the example set by Turkey = Türkiye'nin teşkil ettiği örnek... secular republic =laik cumhuriyet... predominantly = baskın şekilde... only time will show = ancak zaman gösterecektir... (Tümcede, nesne "that" başa çekilerek vurgulandı)...

GOOD MORNING, GERMANY !!

Everyone knew that Germany was harboring Islamic fundamentalist organizations. It was no secret that these groups were flourishing under the protection of German institutions and even of the German State itself...

harboring = sinesinde barındırıyordu (bir liman gibi)... flourishing = gelişip serpiliyorlardı...

The fact that these associations received large amounts of money was no secret. Some were officially recognized and even received monetary assistance from the German government.

associations = dernekler... officially recognized = resmi olarak tanınıyorlardı... monetary assistance = parasal yardım...

They were organized under the name of "the Anatolian Federal Islamic State" and called on everybody to engage in violent acts. All these developments were closely followed by the German authorities, but only as spectators. No steps were taken on the issue.

engage in violent acts = şiddet eylemleri yapmak... closely followed by = yakından izleniyordu... as spectators = seyirci olarak, seyirci kimliğinde... no steps were taken = hiçbir adım atılmadı, hiçbir önlem alınmadı...

Whilst on the one hand Germany was in effect protecting terrorism in the name of "human rights" and "religious freedom", it was on the other hand imposing an embargo on arms sales to Turkland under the excuse that human rights were lacking in the country.

whilst = while... in effect = neticede, sonuç itibariyle... impose an embargo on = ambargo koymak... arms sales = silah satışları... lacking = yok, namevcut...

In 1997 intelligence services and security forces thwarted a vicious attack plan, which was again cooked in Germany, to crash a plane loaded with explosives into Anıtkabir, Atatürk's Mausoleum. The band of terrorists, however, were apprehended as they entered the country and sentenced to various prison terms...

intelligence services = haberalma kuruluşları (başka yerde, "hizmetleri" anlamı da verebilir... security forces = güvenlik gücleri... to thwart = akamete uğratmak, boşa çıkarmak... a vicious attack plan = caniyane bir saldırı planı... vicious = kötü niyetli; haşin, kaba ve acımasız... loaded with explosives = patlayıcı yüklü... band = grup... apprehend = tutuklamak... sentenced to various prison terms = çeşitli hapis cezalarına çarptırıldılar...

Let us not forget that the suicide bombers who attacked the World Trade Center had also planned their action in Germany. Germany has to take more steps to be a convincing ally in the war on terrorism.

Let us not forget that = unutmayalım ki... to take steps = adımlar atmak, girişmek, önlem almak... a convincing ally = inandırıcı bir müttefik... alliance = ittifak...

intensive work = yoğun çalışmalar... are under way = üzerinde çalışılıyor... to implement = hayata geçirmek, yürütmek, gerçekleştirmek...

LEGAL MATTERS
TURKISH COURT ADJOURNS LEEDS MURDER TRIAL

İstanbul (Reuters)

A Turkish court has adjourned to February 15 the trial of 20 Turks accused of involvement in the killing of two British football fans in April 2000.

to adjourn = davayı ertelemek... trial = duruşma, dava... accused of = ile suçlanan... involvement = olaya karışmış olmak... football fans = taraftarlar...

Leeds United supporters Kevin Speight and Christopher Loftus were stabbed to death in street brawls ahead of a UEFA Cup semi-final match against Turkish side Galatasaray. The incident led to the 20 being charged with offences ranging from murder to assault.

supporters = destekçileri, taraftarları... stabbed to death = bıçaklanarak öldürülmüşlerdi... street brawl = sokak kavgası... ahead of = öncesinde... incident = olay... (incidence = 1. vuku bulma; 2. tıp literatüründe insidans: "vakaların, olguların sıklığı")... charged with = accused of = ile suçlanan. offence = 1. kabahat; 2. suç... ranging from murder to assault = cinayetten saldırıya kadar (bir yelpazede)...

The six charged with murder face up to 30 years in prison if convicted, though under Turkish law they may serve as little as 12 years of their sentences if they get time off for good behaviour.

if convicted = eğer suçlu bulunurlarsa... to serve a sentence = hapis cezası çekmek... if they get time off for good behaviour = iyi halden dolayı süre indirimi alırlarsa...

All but one of the accused have been released on bail during the hearing. A presiding judge had previously hinted that a verdict might be reached before the end of the year.

all but one = biri dışında hepsi... the accused = sanıklar... released on bail = kefaleten tahliye edilmiş bulunuyorlar... presiding judge = mahkeme başkanı... previously hinted = daha önceden ima etmişti... verdict = mahkeme kararı...

An overloaded judicial system means many cases in Turkland can last years.

overloaded = aşırı yüklü, yoğun iş yükü altında... judicial system = yargı sistemi...

PAIN VS. GAIN OF EURO SWITCH

January 1, 2002. By CNN's Jim Bittermann

PESSAC, France (CNN) -- "Nothing hurts worse," an ancient Roman historian once wrote, "than the loss of money." And from the boot of Italy to the Irish isle, some Europeans are feeling the pain.

ancient /EYN-şınt/ = çok eski dönemlere ait, klasik döneme ilişkin... boot = İtalya'nın coğrafyasına atıfta bulunan bir deyiş: Çizmenin ucundan... isle /AYL/ = 1. şiirlerde kullanılan "küçük ada" anlamına bir sözcük... 2. Ancak, kimi özel coğrafi adlarda da bu sözcük kullanılır: The British Isles /AYLZ/, The Isle of Wight... islet /AY-lit/ = adacık...

The Greeks are giving up their drachma, a currency they have used for nearly 3,000 years!

In Italy, multi-zeroed lire are disappearing, as billionaires become millionaires and mere millionaires join the hoi polloi.

multi-zeroed = bol sıfırlı... lire/liras = lira'nın çoğul biçimleri... hoi polloi /HOY-pı-LOY/ = avam, ayaktakımı (fazla kullanılmayan bir deyiş)... Milyarderler milyonere dönüşüyor, sıradan milyonerler ise avam sınıfına katılıyor...

The Germans are trading in their proud deutschmark eagle for a chubbier euro one -- which some think looks like a bird on a high tension wire.

trading in = Buradaki "in" edatı, halkın doyçmarkları içeriye, yani bankalara verip yerine yuro almalarını anlatıyor... chubby /ÇA-bi/ tombul, dolgun, şişmanca... high tension wire = yüksek gerilim hattı...

The question of design is important to Europeans, whose currencies have long reflected their history and heritage, their art and literature, their invention and politics.

"If you see the new bills of euros they are nothing for us, they are very ... how you say ... sad," French currency dealer Gilles Jaillet says.

currency dealer = para alım satımı ile uğraşan kimse, sarraf... Bay Jaillet'in gramerine ise pek aldırmayın: Fransızca konuşuyor...

The new euro notes offer just bridges and windows that are meant to be ambiguous in origin so they cannot be identified with any particular country.

that are meant to be = öyle olması istenen, bilinçli olarak planlanan... ambiguous in origin /æm-BİG-yuıs/ = kaynağı, kimliği belirsiz, kesin belirlenemeyen... be identified with = ile özdeşleştirilmek...

Perhaps because when you handle money a little nationalism rubs off, the creators of the euro have always hoped that when Europeans handle it, a little collective identity will be left behind. (Sözcük ve mantık oyunu yapalım derken, anlam ızdırabı çeken berbat bir tümce!)

handle money a little = (burada) biraz elleyince, biraz elinize alınca... nationalism rubs off = üstteki milliyetçilik cilası, tabakası sıyrılıp altından asıl kimlik görünmek...

If so, the euro will be a success no matter what the exchange rate, because the real value of a currency is the strength it symbolizes.

no matter what the exchange rate = döviz alım satım kuru ne olursa olsun...

"Money is something you have to touch, you have to live with, to realize the value and above all the symbolic value it has," says Italian euro consultant Luigia Sommo.

consultant /kın-SAL-tınt/ = danışman...

But more than a symbol, money is power. And by sharing a currency, Europeans are sharing power.

If the continent can cooperate on such an intimate matter as money -- one of the most private subjects there is -- the euro may, in the end, be further proof that the nations of Europe have evolved beyond the wars and conflicts of the past.

intimate /İN-timit/ = yakından, samimi, içini dışını bilir ölçüde... intimacy = yakınlık, yakından tanımış ve tanıyor olma... Şu sözcük ile karıştırmayınız: to intimidate /in--mideyt/ = korkutmak, sindirmek... intimidation /intimi-DEY-şın/ korkutma, sindirme...

Americans sometimes forget that it took nearly a half-century after they stopped killing each other in the Civil War before they were ready to cooperate in the establishment of a central bank and a common currency.

it took nearly a half-century = neredeyse yarım yüzyıl sürdü... the Civil War = Amerikan İç Savaşı... the astablishment of a central bank = bir merkez bankasının kurulması... common currency = ortak para ('nın tesis edilmesi)...

Europeans have taken about the same time after their last continental conflict to get to the same point.

continental conflict = tüm kıta boyunca ihtilaf ve çatışma...

And so as they turn in their francs and marks, pesetas and guilders, citizens of the eurozone are unquestionably giving up a little of their nationality and individuality.

turn in = teslim etmek... Burada, bankalara götürüp vermek... unquestionably = hiç kuşkusuz... give up = teslim olmak, teslim etmek, bırakmak, vazgeçmek...

It may be missed in some quarters, but in the end Europeans could be richer for it -- and not just in the monetary sense.
